The account at Meta that holds a business's WhatsApp numbers, templates and billing.
A WhatsApp Business Account is created inside a Meta business portfolio. It owns one or more phone numbers, the message templates, the payment method for Meta's charges and the quality and limit settings.
The business owns the WABA. A partner such as Dunnflow is given access to run it, and that access can be removed at any time.
Why it matters
Whoever owns the WABA owns the number and the customer relationship. Always make sure it is created in your own business portfolio, not a vendor's.
